4. Salaries

4.1 How should we determine the salary to be paid to a Secretary in the Central Government? Please suggest an appropriate basic pay for a Secretary? Can appointment to this post be made on a contractual basis where salaries and tenure are linked to the performance in terms of achieving defined targets?

The salary to be paid to a Secretary in the Central Government should be an all-inclusive Annual package, like corporate/multi-national corporations, in which the appropriate Basic pay should be, if not more, at least a minimum of Rs. 01,00,000/- only per month. The idea of appointment to this post on a contractual basis where salaries and tenure are linked to the performance in terms of achieving defined targets should be the sole criteria, based on the long prevailing pattern of United Kingdom and other developed countries.

4.2 What should be the reasonable ratio between the minimum and the maximum of a pay scale?

The ratio of 1:5 between the minimum and the maximum of a pay scale should be the reasonable ratio.

4.3 Is it necessary to persist with a pre-determined minimum-maximum ratio on ideological considerations? Or is it more important to ensure efficient administration by preventing flight of outstanding talent from Government?

It is necessary to persist with a pre-determined minimum-maximum not necessarily though on ideological considerations alone. Exceptions should be considered in deserving cases. Simultaneously, it is of paramount importance to ensure efficient administration by preventing flight of outstanding talent from Government by ensuring parity in salary and working conditions and producing a rewarding environment for employees to grow and further their prospects.
