14. Appointments to Junior Scales posts :
Subject to the provisions of rule 10 all recruitment to a cadre post in the Junior Scales of the Service shall be made on the results of an open competitive examination held by the Commission in accordance with such regulations as the Central Government may from time to time make in consultation with the Commission
